There are two completely different things called flag symbols. ⚑ and ⚐ are plain text characters: they take the colour of the words around them and usually survive a username or game name field. 🏳 🏴 🚩 are emoji — fixed pictures that most of those fields strip.
Country flags are a third case again, and the most misunderstood: each one is two letters in disguise. Below is how that works, why some places have a flag emoji and others cannot, and every flag character with its real code point from the Unicode character database.
How to use flag symbols
- Display name: ⚑ passes filters that reject 🏳.
- Bio: a country flag emoji works fine here — bios accept pictures.
- Documents: ⚑ prints in your text colour.
- Lists: ⚐ makes a marker that survives plain text.
If a flag shows as two boxed letters, that device has no flag font — the two regional indicator letters are still there.
How country flag emoji are actually built
Country flag emoji are not single characters. Each is a pair of regional indicator symbols — the letters A to Z in a dedicated Unicode block — and a font draws the pair as a flag when those two letters form a code on the ISO 3166-1 list. 🇺🇸 is the letters U and S; 🇯🇵 is J and P.
Two consequences follow. A place with no two-letter code on that list has no flag emoji and cannot be given one by any font trick — that is the situation explained on the KKTC flag page. And a device with no flag font shows two boxed letters instead of a flag, which is a missing font rather than a broken copy.

Copy a flag emoji by country
Every country flag is two letters. The pair below is what the character actually contains — a font that recognises it draws a flag, and one that does not shows the two letters instead.

The letters are the ISO 3166-1 two-letter code for the region. That is the whole system, and it is why a place without such a code cannot have a flag emoji at all.
The KKTC flag — why there is no emoji
The most searched flag on this site is one that does not exist as an emoji. Northern Cyprus has no two-letter code on the ISO 3166-1 list, so there is no regional indicator pair for it and no font has a flag to draw. No setting, app or keyboard can produce one.
What people paste instead is the Turkish flag 🇹🇷, which does exist, or a crescent and star written as plain text — ☽ (U+263D) with ★ (U+2605) — which has the advantage of surviving name fields that strip emoji.

Flags on WhatsApp, iPhone and Windows
The same flag character looks different depending on what is drawing it, and one platform does not draw flags at all.

This is the single most common flag complaint and it is not a bug: if a flag shows as TR or FR in boxes, you are almost certainly on Windows. Anyone on a phone sees the flag.
Pride, pirate and chequered flags
A few flags are not country codes at all. They are joined sequences: two or three characters glued together with an invisible U+200D ZERO WIDTH JOINER, which tells the font to draw them as one picture.

If a joined sequence is not supported, the font falls back to showing the parts separately — a black flag next to a skull rather than one pirate flag. Nothing is lost; it just renders as its ingredients.
